The 25 Sexiest Cartoon Characters, the all female edition, as compiled by the Toys and Cartoons crew was no easy task. Over the years animators have dabbled with sexuality, sometimes subtlety and sometimes not so subtle. Ever since the seductive shimmy of Betty Boop’s grass skirt and strategically placed lei in early 1930′s cartoon images have always found a way to titillate.
For this 2D pageant we laid some basic rules to determine our list of the Top 25 Sexiest Cartoon Characters.
- No video game, movie or anime characters on this particular list (we’ll get to those later), strictly cartoons originally made for Western TV.
- They must be represented by the way the actually looked in their cartoon. No fan art or modified images allowed. Just the way we actually remember them.
- Sexy is defined as having sex appeal intentionally or not. It’s not just a bodacious body but all things considered. e.g. attitude, mannerisms, physicality, demeanor etc.
- The cartoon character must be female but can be human or anthropomorphic.

Cleo was Riff-Raff's girlfriend on the 1984 Heathcliff Show produced by DIC Entertainment. She was all about the 80's with her teased up blonde hair and pink leg warmers. For a feline she had a shapely anthropomorphic body, especially in comparison to Heathcliff's girlfriend Sonja who pretty much looked like a house cat.

April O'Neil was the nosey news reporter from channel 6 who stumbles on the Teenage Mutant Ninja Turtles. This extremely buxom redhead always wore the most ridiculous yellow jump suit everyday but hey it was 1987. Cleavage abound and perfect pocket placement kept our pre-pubescent eyes fixed below the neck.

Throughout the 1990's X-Men series Rogue would frequently take a flirtatious attitude with many of the male characters even though her main interest was in Gambit. With a shock of white hair and a chiseled body that was hardly hidden under that mini jacket we were transfixed. There is something carnal about a woman who can sap the essence out of you with just a touch.

The team that brought us G.I. Joe and the Transformers are also responsible for Jem. With the use of a computer named Synergy, Jerrica would encase herself in a hologram and take on the persona of Jem, musical superstar. Complex love triangles, rivalry cat fights, and fully produced music for each episode made it Nielsen's #1 syndicated show for '86 and '87 but we watched it to see the gals, right?

Roberta's teen angst is nothing new for sitcoms. She and her boyfriend have us guessing what base their relationship is on but it seems heavy petting is part of the norm. Roberta wears tight tube tops, low rise jeans that might be a bit too low but hey, that's one sure way to get on this list.

What's not to love about a all girl teen band who wore leopard print leotards, kitty ears and tails? In 1970 Josie and the Pussycats broke new ground by having the first recurring Black character, Valerie Brown. Watching the gals play was great especially the rotoscoped scenes of Melody banging the skins.

Fionna's introduction in Adventure Time as a gender swapped Finn has created a legion of faithful lovesick followers who find her pure heart, kick ass fighting skills, thigh high stockings and Mary Jane shoes so irresistible.

The most popular of the Female Autobots, Arcee was sexy with her pink geometric curves. We got a glimpse of what Arcee would look like as a human in the episode "Only Human." Eventually Arcee would go on to combine with Daniel Witwiky as a Headmaster... Really she becomes a Headmaster, what a double entendre.

Second in command to Skeletor and the only female member of his minions. Evil-Lyn is the epitome of a beautifully wicked woman. With her red full lips, long legs and purple and blue bustier armor this is one witch we'd like to be under her spell.

This freckled faced redhead charms us with her innocence and love for her friends. With a purple mini dress and thigh high boots we have to fight to remember Sheila is not even trying to be sexy, she didn't even choose her outfit. It was given to her by a diminutive magical man with obvious good taste in ladies wear.

Luanne is portrayed as an airhead often dressed in mid-drift tops and spandex pants. She mostly doesn't even know she's turning heads in the Texas town of Arlen.

Catwoman uses her feminine feline charms to either seduce or battle the Batman. Their romantic attraction plays out as a tragedy because of their loyalties to the opposite sides of the law. Dressed in skin tight catsuit, mask and brandishing a whip, she's a S&M fantasy come true.

Talk about your fast women! Cheetara is the fastest of all the Thundercats, able to run at super speed. She is charged as one of Lion-O's guardians and mentors to train the young ruler. In the episode "Exodus" it appears that the Thundercats are all naked before being given their uniforms. Is she? You decide.

Who would think that a single eyed woman could be so sexy. Believing she was an alien for most of her young life she discovers she's actually a mutant but that doesn't discourage Fry's love for her or Zapp Brannigan's lust. Besides the "eye thingy", Leela is all woman. Some guys just like things a little freaky.

In 2004 Comedy Central introduced us to Drawn Together, where stereotypical cartoon archetypes had to live under one roof. It was laden with sexual innuendos. Foxxy was a brash, promiscuous parody of Valerie of Josie and the Pussy cats and she let her housemates know it.

Shayera Hol is one of those women you don't want to battle. When we are first introduced to her, we're shown the tough as nails mace wielding side. But when she nearly looses her secret love, John Stewart the Green Lantern, she allows him to remove her mask. What we find is a gorgeous tender green eyed beauty.

Lois is not your typical mom, sure she takes care of her family, even Meg. But her sordid past includes drug use, thievery and promiscuity all while being the daughter of one of the wealthiest families in Quahog Rhode Island. Over the seasons Lois has showed more and more of her kinky side to us and umm we like it.

Francine straddles a thin line between normalcy and the extreme. She's attempted to kill George Clooney , has slept with many 80's band members as a groupie, had her mind erased multiple times by the CIA, and run over by her husband's car giving her brain damage. Despite all that Francine never ceases to turn us on either with her attitude, actions or cavorting in her bra and panties.

The Femme Fatale of the Cobra terrorist organization, she is head of their intelligence operations. A spy, saboteur and weapons expert she is a deadly foe. But her sexy Eastern European accent and black leather Cobra Uniform has the Baroness raising eyebrows when she makes an entrance in the room.

A Russian mercenary who seems to be a rival to Brock Sampson as well as a love interest, but as her last name suggests, her iron clad chastity belt has thwarted coitus between the two on more than one occasion.

The Joker's ever faithful sidekick and want-to-be love interest, Harley Quinn has a fatal cuteness about her. Dressed in a skin tight harlequin outfit and painted face, Harley obeys "Mr. J's" every wish, even if it is to maim people, especially the Batman.

Tex Avery's Red Hot Riding Hood was too hot for the 1943 censors and they demanded cuts and changes in certain scenes. But the iconic image of Red has survived the test of time and has been used in many later adaptions of animation and film over these 70 years! (Red would be about 80 years old today, ewww.)

Dr.Girlfriend originally bore a striking resemblance to Jacqueline Kennedy and has a deep gruff masculine voice and level headed mind. As the series continued fans of the show easily listened beyond her voice and were treated to a variety of sexy uniforms and outfits that accentuated her famine physique.

The Huntress is an anti-hero and her vigilantism ultimately makes her unfit for the Justice League. Her staunch resolve for revenge and above the law attitude makes her attractive to the dark side of us all. Not to mention she sports one of the hottest costumes worn by any JLA member ever.

1/3 of the "Spider-Friends" along with Iceman and Spider-Man. Though there is an subtle love triangle it doesn't interfere with their crime fighting which is remarkable because she appears virtually nude as Firestar! Good job Marvel Productions. Bravo!
